I started a game in the Barbarossa scenario, playing the US and UK while letting the AI handle th Soviet Union. It's mid-1944 and the USSR doesn't seem to have built any HQ units.

They have a boatload of MPPs, HQ slots, other units in production, but no HQs in production. This has really crippled the Soviet offensives, so the Eastern front has remained static despite the German lines becoming very sparse.

I agree.
Playing as the ussr at the moment. UK is conducting air war over France but with no hq it is losing more than it should. Just manually ordered them a hq.

Likewise I've manually had to ferry USA aircraft to the uk to support this as despite high tech they've been sitting in USA not doing anything
For some reason the USA fleet except ac carrier don't seem to have appeared. (Need to check they weren't sunk)
