5 x Bf 109E-3 (1/39) converted to Bf 109E-4B (3/40), spent 25 ARMAMENTS
5 x He 111H-3 (9/39) converted to He 111H-4 (1/41)

1. Why aren't there armaments spent on the HE-111 conversions?

And this:
GROUND ELEMENT DECOMPOSITION

___ Germany ___
9 x Panzer Pioneer Squad 39 (1/39), gained 153 ARMAMENTS and 13 VEHICLES
___ Italy ___
100 x Assault Engineer Squad (1/39), gained 1100 ARMAMENTS

2. What does this mean besides I gain armaments?

He 111 was no real rebuilt/conversion, just added armament options for bigger external bombs.
Decomposition just removes unwanted or overly stockpiled armament-based equipment for full refund

To be fully accurate each panzer pioneer squad costs 2 vehicles, so you get (9x2)*0.75 vehicles back on decomposition.

Thanks.

One question on production then. (you would figure after having this game since it came out I would know how things work)

For the Pz IVe, it shows 1 in the built column and there are no factories building them. I figure this is the one that just got converted from Pz IVc, correct?

Yes, conversions (from old or captured equipment) and captured equipment is included in the BUILT column totals.
