In a way that doesn't involve editing the code... just some sort of exploit like making resort station mining stations :P

The only thing I can think of is forcing your civilian ships to carry military equipment. You can't give them offensive firepower, but you can give them sensors and they will go around scouting for you, free of charge to the government.

I thought about that. I would rather have the ability to still target things though.
