This may have been asked before but I can't find it. After retaking Iraq, I have waited several turns and the convoy from Iraq has not restarted. I don't think the UK's income has increased by the ~60 MPP's that Iraq generates per turn. Is this a bug? Is it because the UK took over the port of Basra and now Iraq no longer has an outlet (port)?

Yes, the convoy would need a port and Basra is now British so no longer belonging to Iraq so a convoy isn't possible. However, that doesn't mean you won't get income from Iraq, as each resource you hold will provide you with income.

If Iraq has been conquered by the UK perhaps the UK should transfer back the port to Iraq (it will still be under UK control). If not Germany no longer has the ability to raid the lucrative convoy line otherwise. Or is the incentive not to support a pro-Axis coup as to keep the convoy line raidable?

This is all a bit buggy, in my view.

If Britain reconquers Iraq after the revolution then;
a) Iraqi oil becomes invulnerable to uboats as there is no convoy any more
b) Britain loots Iraq, as it if was a hostile nation (i.e. a big one-off MPP boost for taking back the oil they were desperate for in the first place)
Both of those strike me as odd.

What's more, Germany is able to make perfect use of the Iraqi, Persian and Saudi oilfields, without a convoy - somehow they are miraculously able to take the oil across the one road through the desert to Transjordan and Palestine and then Egypt, where it miraculously gets loaded onto tankers that transport it across the Mediterranean. In my view that should require a very costly investment in infrastructure to built the pipeline and tankers necessary....

I agree and have been slightly pondering solutions, but to nothing satisfactory yet.
Historically:
The Allies had the shipping to take advantage of the Mid-East Oilfields, but the Axis did not.
The Allies would have destroyed any refineries that might have fallen into Axis hands. The Axis would have then had to rebuild them, or ship the crude back to European refineries. But there were no high capacity rail lines running from the Mid-East to Europe.
For an historical perspective, the Germans did capture Maikop in Russia and had 10,000 oil workers on hand to man the fields, but the Soviets had destroyed everything and there was nothing for the oil workers to do. The Germans possessed Maikop for a year and barely got anything for it.

Adding an Axis convoy route to the game isn't really a good solution as it would run thru the Mediterranean and most likely would not be reachable by the Allies at that point of a game. Plus, as stated already the Axis didn't have much shipping capacity.
Adding a Decision Event - for each Mid-East oilfield ? At a high cost to the Axis for building/rebuilding infrastructure, and a long delay of up to a year before refined oil starts flowing. I don't know if that is even possible.

I reloaded six saved games from around the Iraq invasion/conquer event and checked income for UK (at end of turn).
7/15 (turn before conquering Iraq) UK base income is 227 MPP
7/29 (Iraq is UK again) UK income 228 MPP
8/12 (Iraq +1 turn) UK 229 MPP
8/26 (Iraq +2; Persia now divided, UK part has 17.5 MPP) UK income 235 MPP
9/9 (Iraq +3, Persia +1) UK income 236 MPP
9/23 (Iraq +4, Persia +2) UK income 236 MPP

No boost to UK income for reconquering Iraq even though cities/Oil show MPP values >0
Peria boost is about 1/3 of values of city/oil
UK did not lose any cities/resources during this time.
UK starting base income (227) seems to add up for non-Iraq property.
Uk+N Ireland = 190; Palestine = 11.25; Jordan = 5; Kuwait = 21.25; totals 227.5

Hmmm, interesting! Subjectively I had the impression that Iraq was making a difference, when I played as the Allies - MPPs seemed particularly scarce while Iraq was German-held. Though of course that might have been down to other factors like decision events...

In the early game, Iraq provides about 55 MPP's per turn through a convoy. After its revolt and recapture it appears to provide nothing. I think something is broken, at least in the game I'm playing. Was hoping someone would confirm/deny that this is happening in their game.

MPPs gained from Iraq would show up in the UK & Minors' number, which does appear to have gone up slightly in your example, from 227 to 236 or thereabouts. Is it fluctuating because of convoy raiding by the Axis?

Those are the base values (before convoys). I attributed most of the increase to Persia.
