Romania is spelled Romania, not Rumania. There is a country of Romania filled with Romanians, there are not any Rumanians. the world and Wikipedia call it Romania. In some future update, perhaps this can be corrected.

Well, this is a game with English language in a 1940s European setting, back then Romania was Rumania in English.

With all the Russian town names that you can spell in 10 different ways in the game, I think we shouldn't be nitpicking too much about the correct geography spelling :D

Well, in English there is no â.
As for the English variant of the name used (Rumania vs Romania): my understanding is that archaic spelling was chosen by the devs because they thought it better fits in the period depicted. As for me, I don't know what did the Englishmen use in 1940's...
