The problem is that after the USSR occupies the Baltic States their capitals turn into Soviet Industrial Centers. Industrial Centers allow the production of units within areas linked to them, as well as full supply. This is something I noticed recently and hope to change, as along with another thing I've also changed this should make the initial Axis advance smoother and remove some of the pocket issues that have cropped up.
