First time this happened to me, playing as Allies, Germany did not honor the pact over Poland so I'm not sure what to expect next, will the USSR still annex Bessarabia and the Baltic States?

In my game as Allies Soviets annexed the Baltic states but not Bessarabia so the Axis start Barbarosa very close to Soviet major cities

I played as Axis and did not agree to the pact. I thought Poland mpp would be the way to v the 25 mpp ussr. The ussr was booted out, however, the Poland mpp did not count. Only played a few turns before seeing that axis did not pick up the extra mpp and quit that game. Is this right or am I missing something?

Hi Dave

I'm not exactly sure what you mean, but if you occupy all of Poland then you will receive MPPs for every resource in former Polish territory that you hold, as Poland's former territory is now effectively part of Germany.

By not agreeing to the Pact you obviously miss out on the 25 MPPs from the USSR, so it's a question for you on whether or not the better starting position for Barbarossa and the income from the eastern half of Poland is worth upsetting Stalin over.

I've seen this happen once, and imo it works to the benefit of the Soviets: greatly advances their war readiness. This more than offsets the direct loss in production from Poland.

Starting from a more forward position doesn't really matter for the Axis as much as you'd think. Leningrad is still about as far as it would be otherwise, and Moscow is imo a secondary objective in 1941 and still very difficult to get if you make Leningrad your first priority.

thx, Bill. That was the answer I was looking for. Sorry for the poor grammar.
I will try another game and make sure to note an increase. I did not notice an increase the last time and quit that game. Off hand, what would the approximate MPP increase be?

Also, would the axis be able to annex Lithuania before USSR?

I don't know offhand how many MPPs eastern Poland would provide Germany, but adding up the MPP value of all Polish towns and cities in that area will give an idea.

As per the Decision's Notes, the Axis annexation of Lithuania is contingent on honoring the Molotov-Ribbentrop Pact. Otherwise diplomacy or an invasion will have to be used, though there's a good chance the USSR might get them first.
