Page 147 of the players manual states that land units can be overstacked temporarily and describes as an example a process by which French units in the Maginot Line can be re-arranged.

However, I have never been able to get this to work. Is there a trick to doing this?

It's a kludge, and you need enough land moves, ...

Say you have A and B in hex X and C and D in hex Y, and you want to swap A with C.

Move B into hex Z.
Move C into X.
Move A into Y.
Undo B's move.

Obviously this also requires an available hex Z.
