Status: offline 		Trying to understand why this happens in city/forts etc. while air would effect morale, supply, readiness etc, it would in no way eliminate a ground unit, in fact bombing a city might actually help a defending unit. is this ability designed on purpose?. it certainly seems like a gamey tactic to me.
