Okay, GOOD news! First, I tried adjusting the custom scaling, which did not help. With the Windows Creator Update installed, the custom display scaling does not work or look the same as it did before the Creators update. Now, the custom scaling is global only. You cannot adjust individual settings that I can find. However, the good news. I then tried TitaniumTrout's other suggestion, that being overriding the dpi scaling behavior in the Command.exe properties. I tried both the Application setting and also the System (Enhanced) setting, and neither worked. The System (Enhanced) setting actually made my display issues worse. BUT, the System setting, in the Override dpi Behavior settings DID work and solved my CMANO display issues! Yes! GREAT suggestion TitaniumTrout. I have even tried changing my display scaling (non-custom) and rebooted my system, and everything still works. I think we have a solution to this problem! Now, I still need to test this potential fix on my gaming desktop, as I have only tested this on my gaming laptop so far. I will report back with results on that system and test...
