Is there a way to simulate, even if marginally/abstractly, public health in the game? I've found myself wondering if the chances for epidemics to emerge and spread are purely RNG based. For ex. Hekretos fever has a natural occurrence level of 3, has a 30 infection spread chance value, and a 0.06 mortality rate. This means, for example, that if you get an unlucky roll your capital will get hit and affected by said mortality rate regardless of development level.

I'm wondering if these number interact with other "invisible" values, such as, for example, a formula calculation between development level and population, and finally whether an infected colony has trade routes with the vulnerable planet. If these interactions do happen in the background, it'd be interesting to see if we could play around with resources (luxuries/manufacturables), development levels, and population growth rates to abstractly simulate the public health challenges of newly established colonies (30th century alien cholera outbreaks yo!).
