For some reason I cannot seem to my shot-up British fighter squadrons to avail themselves of Hurricane IIc replacements in the pool.

Nothing seems to help. HQ. Supplies. Air support.

Any ideas?

Section 16.2 of the manual details the requirements which must be met in order to get replacement airframes.
