Is the information superiority enjoyed by the Allies in terms of code/cipher analysis
reflected in the game in such things as comparative DL for Japanese fleet units vis-à-vis
Allied ones?

In short, no.

The Allies get a powerful Signal Intelligence tool, however. Press "L" in-game to see it. In the aggregate, over time, it can be very useful. See IntelMonkey as a third party tool.
