Does a commerce center in a colonial base other than a space port count as the commerce center of the colony or just for the base itself? Just built a starbase at a colony and freighters move to the center of the planet instead of using the starbase and its docks. So, are those transactions made by the freighters recorded by the star base commerce center?

Another question: is there a base role other than space port where freighters will dock instead of using the docks of the planet?
