Hi
I am playing v1.04
I have noticed that Soviet garrisons, Shock armies and armoured trains at least can�t be upgraded to inf level 3, is that WAD?

Yes it is.
The inf level 3 is only for soviet corps and armys, so that there are compareable with normal corps/armys. They had than the same combat values.

VigaBrand is correct, as otherwise the other unit types could end up superior to their German opponents, and that wouldn't be desired.
