Naval air attack.

Admiral Lutjens is recalled into the presence of Admiral Reader and immediately sacked for allowing the Allied transports to come away easy. He is than taken into custody by the SS and is now facing the charge of 'Cowardice in the face of the enemy' for not slaughtering the enemy ships using his big guns. Reichsmarschall Göring himself has signed the charge. He's furious...

Consider this for a moment. You've got 6 surprise points to spend and there are no enemy planes in the sea box chosen. The enemy ships have no surface factors and the Kriegsmarine brings to bear 41 surface factors. So why choose the Luftwaffe to fight for you?
The result, after adding the surprise points would have been a staggering: 3X, 2A... Far better than the Luftwaffe can ever achieve...

AXIS #7 SEP/OCT 43

Lille fell to the Allies.

Japan and Germany combined, Italy land.

U-boats infest the stormy North Atlantic but all naval searches fail.

The Japanese Imperial Guard occupy Dacca. Militias land in Phillippines and at Shanghai.

Just one attack, by von Rundstedt against dis/oos units at Vladimir.

Fine weather should see the Allies happy and on the move again.

AXIS #7 NOV/DEC 43

Allies damaged a German Amph with a port attack on Kiel.

Japan naval, Italy air, Germany combined.

The German battle-fleet steams to North Atlantic 3 box and the Japanese fleet at Singapore dominates the Bay of Bengal, carrying more land units.

Naval searches all fail: North Sea, u boats in North Atlantic, Japanese subs in Mendocino, and Italian aircraft in W Med.

No land combat.

On the western front, Kesselring withdraws to Paris. The Germans try to strengthen their line and rebase aircraft.

End of impulse.

AXIS #13 NOV/DEC 43

Naval combat in North Sea saw Allied planes sink Graf Zeppelin.

Germany and Japan land, Italy combined.

Naval searches all fail.

I don't know how many times Yeremenko has dodged ground strikes, but his cohorts were not so lucky.
