Just bought this game in the current sale. It works alright in windowed mode, but if I try to start it in full screen, the game basically doesn't run, beginning with the opening intros/credits which don't show any video.

Anyone know if FS is possible in the game in Win10?

Check this thread: http://www.matrixgames.com/forums/tm.asp?m=4091064

zakblood says it works full screen or windowed with Win10.

Thanks elmo, I saw that before I posted so it seems like it WAS working in Win10. rs99z28 says he has the same issue and is wondering if something changed... likely in Win10 as nothing in the game has changed for years.

I just downloaded the windows "founders update" a few weeks ago. I'm not sure if that has anything to do with it or not but that's where my suspicions lie.

Try the following:

Turn Off the Game Bar:
https://www.tenforums.com/tutorials/8637-turn-off-game-bar-windows-10-a.html

Turn Off the Game Mode
https://www.tenforums.com/tutorials/75936-turn-off-game-mode-windows-10-a.html

Disable Full-screen Optimizations:
Open the the game installation folder and find a file named "autorun.exe" and click with the right mouse button over this file.
Select in the dropdown menu "Properties". Click on the tab named "Compatibility".
Tick on "Disable Full-screen optimisations". Click "Apply" and "OK".

Alas, that didn't work for me VPaulus. FS mode still gives a blank black screen (w/ audio).

Is there a way to change the mode back to windowed from outside the game? Otherwise I've got to do a reinstall.

Also, is it "normal" for the game to take 10+ minutes to load?

no it isn't normal, something slowing it down or stopping it, more than likely permissions or and your AntiVirus / protection etc

Try renaming the "video" folder as "_video" at:
...\Matrix Games\Gary Grigsby's War Between the States\dat

Run the game and check if the issue persists.

Regarding your question, you can only change to windowed mode inside the program.
The preference file is coded so you can't edit it. You can find it in the save folder.
However you can easy redownload the game file installer from your member's area:

Well, I deleted the preference file altogether and the game started up in window mode again. So that's one thing.

I will try the new advice.

zakblood, I don't use any special anti-virus sw and don't mess with "permissions", whatever those are. I'm totally vanilla.

I tried the video rename and while the intro videos didn't play, I still got a black screen instead of the loading screen.

Hmm..

I'm afraid not. We know it's related with Windows Creators and graphic drivers.

I'm sure you'll isolate the issue soon.

another test done

http://www.matrixgames.com/forums/tm.asp?m=4314269&mpage=1&key=

as VPaulus says above, it's seems it more than likely a driver and or update issue, and tbh not the only game effected it seems, search the net and more than a few are the same, but if a workaround comes out, it will be posted, not an issue for me, as i don't use full screen either in almost any game now days, of the older type, as if they don't let me screenshot, it's rather pointless, so 98% screen sized in windowed mode isn't an issue for me.

game tested to 2560x1440 and also 1920x1080 at default DPI of 96 and also 150% at 144 DPI

Same issue here...the game ran fine in windowed mode. I unfortunately switched to full screen and got a black screen with sound. I tried reinstalling the game but it keeps putting me back into full screen which wont work...running a nvidia card and W10...darn...was looking forward to playing again!
