I am getting a lot of warnings about Chinese industry not having enough fuel to HI and LI. Some of the Northern Cities have plenty of fuel but none gets transferred to needed cities. Is the industry part of the game really just for the Japanese and Allies that can supply oil/resources etc via transport. In China I don't see a way to do supply oil/fuel/resources to cities that need them other than through air transport and this can only do supplies not fuel. Can Chinese industry be managed?

Difficult, over mountain small roads fuel & oil moves very slow, I wonder how it was in reality.... I play IJ and noted that it rarely moves from the northern cities, same is the case eg. from Saigon to Hongkong (no rail connection), in earlier game version it would move more also slow but would move, eg. oil from Singer would move to Cam Ran or even Hongkong. Does not happen anymore it seems (comparable to sloooow raw material movement in China without rails).

Perhaps this movement was corrected in latest version (beta?) so that the Japanese can not build the notorious "magic highway" (..anymore, I had this working in another earlier game vs. AI)

Daviddas, disable HI in the following Chinese cities: Changsha, Kunming and Sian. You have just enough fuel production to sustain HI in Chungking and Chengdu, but the fuel needlesly gets diverted to the first three cities. You do not have enough fuel to feed all five cities, so proritise the two in the Sichuan Basin.

As in so many cases in the game, this is not universally good advice. It varies. For example, you can make a good argument to starve Chengdu (it will get a trickle from Chungking if needed), and feed Changsha as long as possible in a denial/delay role.

There is not enough fuel to feed all CHI industry, so you do need to make decision. Which bases you choose to feed needs to be consistent with your overall strategy. As moose has said, there is no 'one size fits all' aspect in this game.

Produce HI in the bases where you need supply. Fuel can travel w/o losses, supply cannot
