I'm in the 20th turn of an email game as the soviets. What should I be doing to prepare for the winter offensive?

Start taking cavalry divisins out of the line and amass them where your main blow is going to fall (because with 3 of them you can make a cavalry corps, your best unit until rifle corps come. Try to hide their position taking them far from the line and, at the last moment, taking them via rail). During the mud turns I usually take to reserve all my air groups. That way they can gain much needed morale and rest for the coming offensive. In the last snow turn try to take land you might want to start the offensive, because next turn the german units CV will drop a lot, so probably he wont be able to do anything about it.

It will depend a lot on your game situation and whether you're playing mild blizzard and/or +1 rule. Also don't let up your guard defensively until turn 22.

Generally: Cavalry is important. Withdraw your cavalry divisions from front line duties and train them up. Prioritize the forming of cav corps in December and concentrate them where the enemy is weakest, preferably in the Southern half of the map.
Make sure your guards rifle divisions are concentrated and direct them against strong enemy positions that need shifting. I don't use them so much where the enemy is running.

Try to disguise your offensive intentions as much as possible.

Use part of your army to build and maintain fortifications in preperation for 1942.
