Also, from the tables in the 'tab' file you will see that there are values for some things that are not used like (going from memory) 'city', 'radar', 'secondary airfield' and maybe others. Those are things that were thought to be needed when the file was laid out but never actually used. Can a TOE have a TOE ID? Should a TOE have a TOE ID taht does nto match it's ID? AFAIK what marks an entry as being a LCU TOE is that its TOE field (called LCUFormationID) points to its own UnitNumber. It probably will help to tool through both the LCU and TOE areas of the loc CSV file to see what seems to point to what.
