VVS The overall state of our air forces is extremely poor and immediate remedial action is required. 10 I-153 fighter bomber formations in the National Reserve have been upgraded 298 air groups total are in the VVS. There are 136 active groups, 64 in reserve. 98 groups have been sent to the reserve where morale was equal or less than 25. 14th ShAD is being formed. Front commanders are now authorized to conduct air recon and bombing missions with their assigned air commands. Air units are being sent from the reserves as soon as practical in order to strengthen our air support. Northern Situation Enemy: (a) XXVI and LVI Panzer Corps have crossed the Neva and captured the port of Osinovets. Leningrad is now isolated along with the all combat formations of the 11th Army. (b) The Finns were repulsed in a single attack northwest of Sortavala. (c) The enemy pushed our screening units west of the Volkhov. They did not attempt to cross the river, but contented themselves with air attacks. Enemy units include I Corps under Model, W. , , XLI Panzer Corps under Reinhardt, LVI Panzer Corps under Manstein (d) Along the Pola River’s western bank, the enemy defends with regimental sized units. (e) South of the Valdai, General Vatutin defends with 20th Army along the Volga. (f) Enemy air activity outside of recon is minimal south of Lake Ilmen Friendly: Northern Front has 55 of 72 authorized combat formations. There are three all-arms armies. Northwest Front has 71 of 72 authorized combat formations. There are six all-arms armies. Northern Air Command has 226 aircraft. Northwest Air Command has 97 aircraft. The Red Army remains on the defensive in this area. Center Situation XLVII Panzer Corps under Lemelsen has launched an encircling operation from north to south. You are to order 30th Cavalry Division from 32nd Army to seize Temkino at X98 Y50 in order to isolate the panzers advancing in your area. From 4th Army, transfer two divisions to 3rd Army and one division to 19th Army. The 4th Army HQ is to be sent to Voskresensk X111 Y47 where it will be refitted at a later time. 3rd, 19th and 24th Armies of Western Front must move northeast immediately. Tie in with 29th Army at Kaluga and defend in front of and behind the river Zhizdra. Extract as many divisions as possible from the pocket the Germans are attempting to create north of Bryansk. It is recommended that you move directly south until you clear the pocket and avoid combat with enemy units. This should ensure a greater number of your units will be extracted successfully. You must keep the enemy from Tula and the arms factories there until they can be evacuated. Place two rifle divisions in the city. You are authorized to use rail movement for this purpose. All other divisions of Western and Bryansk Fronts should move by foot with the objective of providing an adequate defense of the area west of Tula. Your southern boundary is the city of Orel. Defend this city. Three airborne brigades of the Southern Urals MD are screening south of Orel. 31st Army has been transferred from the Moscow Military District to your Reserve Front. Reserve Air Command was relocated to Klin. This allowed STAVKA to assign four airbases formally with Moscow Air Command to the Reserve Air Command. Reserve Front HQ should be moved closer to the front lines. Southern Situation: III, XIV and XXXXVIII Panzer Corps encircled virtually all of the Southern Front north of Rostov. As this was a direct result of STAVKAs previous orders to try and salvage the situation at Stalino, the commander of the Southwestern Direction is not to blame for this latest disaster. 18th Army under Gen Smirnov has been assigned to Southern Front. No units are yet assigned to this command. 51st Army of the North Caucasus Military District is forming from STAVKA reserve rifle divisions at Rostov. It is released for your use but has little movement available. You should use it to hold Rostov and the southern bank of the river Don. All of the armaments at Rostov have been evacuated to the east. However the number of remaining arms factories is dropping precipitously. We estimate only 278 armaments factories remain with the certain losses of 37 factories at Stalino and Vsevolzhsky. Your northern boundary is the city of Kursk. Three airborne brigades are screening to the north. Defend a line running roughly from Kursk along the rivers Oskol-Aidar-Donets with Southwestern Front. Air recon has determined there may be an opportunity to isolate the panzer forces south southeast of Stalino and free your two pockets temporarily. Advise STAVKA on the following: (a) Whether you can move 2nd Cavalry Division directly southeast to X110 Y101. (b) Attacking 1/LAH SS regiment with two isolated units in a hasty attack. The SS unit has already been bombed by VVS units. (c) Conducting a successful deliberate attack with up to four divisions on this same unit from the north. (d) Linking up the two isolated pockets near Krasnoarmeyskoe. All other action on your part should be to protect the forces you have left until they can be rebuilt. The overall situation is very unhealthy in center and south but we will recover. Preserve your forces as best as possible this week. The enemy is straining to supply their panzer spearheads and if we are successful in isolating them, we can delay the battle for Moscow.
