I am trying to understand what is needed for refueling stations away from spaceports. I am trying to extend the range of my exploration ships and want to be able to refuel them away from spaceports.

1) Can a gas mining complex refuel ships? If not what do I need to build?
2) noob question: What gas is used for fuel?

Let's start with question 2) - Ships powered by fission or basic reactors use Caslon as their fuel. This tends to be the early game fuel. Ships powered by fusion reactors use Hydrogen as their fuel.

Now question 1) - If by complex you mean gas mining stations, then as long as it is mining the appropriate fuel gas, yes, it will refuel ships. But there are alternatives that are often more convenient. Independent colonies will refuel all ships and colonies belonging to other empires that you are not at war with will refuel your non-military ships. Even if their system doesn't display the blue and white refuelling icon they may well have enough fuel for a single ship. Gas mining stations of other empires mining the appropriate fuel will refuel your non-military ships if you are not at war with them. Even pirate owned gas mining stations will happily refuel your ships, as long as there are no pirate warships there to attack you.

Since it might not be clear from the quoted bit: Quantum Reactors (midgame alternative to Fusion Reactors) use Caslon while NovaCore Reactors (Quameno special tech) use Hydrogen for fuel. The fuel type used by the reactor should also be listed in the reactor's entry in the component guide in the Ship Design menu (the one where you create a ship design, not the one that lists all the designs you have or have made in the current game, either the overview guide in the lower left corner of the designer or the more detailed guide that you can open by clicking on the Show Component Guide button below the components browser) and in the tool-tip for the tech unlocking the reactor in the tech tree. Mods may change which reactors use which fuels and I believe can also add entirely new fuels, so if you're using one you may want to double check which fuel is required rather than going by what stuart3 and I have said here.

Also, if you don't know what kind of fuel one of your ships is using, the easiest way to determine the type of fuel required is to open the design file for the ship's class, either through the Ship Designs menu or by clicking the class name in the selection details panel in the lower left hand corner of the screen. The fuel type(s) used by the ship's reactors will be listed in the Energy overview in the top right corner of the Ship Design screen.
