What does a "White Dot" in the center of a unit counter indicate?

It is just a quick indicator for how much experience a unit has, i.e. one dot is 1 full point of experience, 2 dots would be 2 full points of experience and so on.

Unless you mean literally in the centre, if using NATO symbols - that would imply it's an artillery unit.

Not too fast. In the case of the UK it can also be one of the little-known Assault Tiddleywink divisions.

Fun fact: The German Army captured a number of Assault Tiddlywinks during the British retreat in 1940. In German service they were referred to as the Schwere Sprungsangriffsscheibe 280mm (e). They were kept in reserve for some years until the warehouse in which they were kept was hit by Allied bombs. The blast from the bombs caused the Assault Tiddlywinks to activate and it took several battalions of the Waffen-SS over a week to contain their bouncing aggression, which still leaves its mark around Essen.
