I am not sure as to the correct file. The submarines in Operation Sea Lord get sunk very quickly. No indication as to being on surface or submerged. It appears they are on the surface all the time. Destroyers managed to sink from 2 or 3 hex's away. Have checked manual without result.

Panzer Corps does not have a mechanism for you to switch submarines between surfaced and submerged. The submarine just does the evade maneuver sometimes (not sure on what it depends). That said, there is a hotfix posted on the Slitherine forums that also deals with submarines:

Rudankort was not kind enough to explain what it actually "fixes" in regards to the attacksub trait so ask there or try it yourself and see if it makes any difference in game.
