With 'All' you are telling them to try to fly, doesn't mean they will actually fly.

In particular v bad weather over your airbases (if in the UK heavy rain) or excessive cloud cover all over the target region (hvy snow/hvy rain will do this) means its likely the mission is cancelled.

I forget the exact logic but in effect if the overall weather pattern is too bad then planes will be grounded regardless of your setting.

Also worth bearing in mind that with v bad weather, operational losses will be high and bombing effects v low. Often better to set to rest, and deliver a heavy week of raids when it clears a bit

Thanks for the reply. It has been too many weeks of bad weather now. No Bombing VP's really and the Germans get free Wunderwaffe points.

In my experience, the beginning of 1944 always brings prolonged bad weather.

By 1944 the VPs from strategic bombing have reduced anyway and I always start on the VW factories and launch sites at the beginning of Dec 1943 so that they are dealt with before VPs are lost from 1st January.

"In my experience, the beginning of 1944 always brings prolonged bad weather. "

Now that definitely sounds like ground-hog day.

I have just flown back from Munich to London, and didn't see the ground until Amiens (we went a lot further west than usual - ATC system upgrade in Frankfurt I think). Anyway, in reverse, it means the bombers would have to fly for c500 miles without any nav fix... not at all unusual at this time of year. No 'bad weather' as such, just hundreds of miles of cloud. Even the Ruhr was covered I think.
