Dear Hubert:
I am in the 1938 Calm Before the Storm, It is now end of October, 1941 (a whole lotta turns!)The Germans have an outside chance of beating the USSR, but only if the Romanians decide to get into the fight, even though they are my Axis allies. I have their armed forces at almost peak levels. Anything I can do within the program to get them to fight - a fixable glitch somewhere maybe? Took Leningrad and Smolensk, but Ukrainian front really needs them. Thanks!

If they are 100% Axis, then remember as their own nation they have their own belligerency matrix. Try to DOW USSR as Romania.

Scenario being played - 1938 Calm Before the Storm

For declaring war, as far as I see it, Romania cannot declare war individually after they join the axis. Looks like any country who joins the axis or allies immediately gets off the Diplomacy list. So Italy, Romania and the USSR are off the list.

I can control Romania within its own borders. No other nations units may enter - excepting the lone German Corps that a "Decision" put at the Ploesti fields, but now that one is stuck there. But on the plus side, I can still use their chits for Diplomacy as with Italy's - which assisted with getting Spain, Portugal, Algeria and Turkey into the Axis. Tunisia and Persia are next with over 85% leaning.

Italy is also not at war with the USSR. I transferred air and ground units to Russia, but they were only good for use as blocking units. Cannot use to attack the USSR, but also they cannot be attacked. Pulled them from the east to use for the invasion of the UK.

Finland is not at war with the USSR although I gave Leningrad to the Finns after its capture.

The USSR evidently does not know this about the Romanians as they are keeping sizeable forces at the border there.

If you go to the WAR MAP you should be able to select Romania in the lower left corner MAJOR flags and then select the USSR flag from the war map and then Declare War and that should do the trick for this particular MOD.
