In the game there's an icon you click on, top left i think on the scenario selection screen. Just hover over the buttons for the tooltip. There's a bunch available for download.

Is it also possible to download Campaign and Battle mods from a web site?

It is possible but most of the user content can be downloaded from the official FTP directly into the game, by simply picking them off a list. There are well over 200 available.
