Do not understand why this does not fire?

I have chosen yes at DE807 and Germany (country 45) is active, the country Slovakia (96) has been created when Czech is annexed by Germany, but Slovakia is not activated, Why? This script worked fine in my older mods in SC2 and it is not marked as faulty when checking them in the editor.

I don't know for sure, but try removing the sound file as it is a .wav rather than .ogg, maybe that will fix it?
