Russia attacking Persia?

This is my first game of MWiF Global War and am still very much a newbie.

My opponent is moving troops into Persia and is moving on Teheran. Does he have to DOW on Persia or Germany and wouldn't this then align Persia with Germany? I'm not sure how to deal with this problem. All I can find is based on Japan aligning Persia not Germany. Any suggestions on what is the best way to handle this?

He had to have already declared war on Persia to move into Persia. Persia than could have been aligned by any active Axis country. If it were aligned with Germany, that does not affect the status of German-Russian relations.
