1810 - very excited about this but what does this do and how long will it take?

What this event does, and it is very similar with Prussia and Russia, you expand the number of divisions you can create. Your ability to create corps and additional armies expands which means March to the Sound of Guns really improves. In addition, you gain qualities for your armies which varies by faction.
