I have just noticed ( I know) that the Russian tanks do not have the option for mobility..is that because they already
have that benefit loaded in?

I guess it's because they haven't developed the mobility through the research.

My understanding is the low movement rates of the Soviet Tanks units, has little to do with their ability to move as fast as most German tanks, but more to do with the level of tactics they utilized with tank warfare. The Germans were all well rehearsed in the tactic of smash dash and run. Among the Soviets only a few Leaders understood the idea, but I do not believe it was sanctioned by the State. I assume, the Soviet tanks speeds get better in the later part of the war; never played a late scenario, and presume that the Germans slow down, once they begin adding slower tanks to their units.

That all said, I love my KV-1's and T-34's! It is my opinion, if the Soviet Player figures it out, they will have plenty of T-34's and KV-1s, in 1941, thus delaying the Germans' penetration. (it is not a bug in the game design either).

At the beginning of Barbarossa the Soviet mech corps, were unable to move few dozens of kilometres, without losing a significant portion of tanks due to the mechanical breakdowns. They really learned how to use the big tanks formations according to the principles of the deep battle by 1943. I think SC manages to abstract very well the Soviet unpreparedness in 1941.
