I was just playing human vs. human game, FOW on (1.11). Just poking around in northern area with rail repair. T1, had some divisions blow a hole open and created some controlled hexes.

Anyway was moving FBD4 along to fix a rail and it had around 6 movement remaining. I tried to move him to the next controlled rail hex, but he woiuldn't go there. Try to right click and it showed no movement cost. Puzzled I moved a tank division to that hex and low and behold once I did there was an enemy unit in the next hex over. I had zero detection of him prior to that.

Enemy unit was in Raseiniai (X52, Y44). my FBD was in X50, Y44 and wouldn't move into X51, Y44

I appreciate the intelligence of my troops, but seems like a bug.

You can get this from all units with zero CV - HQs, routed units etc. It is a well known feature and one of a number of ways of finding out more information than the map initially shows. My guess is it is known but too difficult to code out.
