I was playing D21 and noticed that there are a plenty of spots without snow in the middle of winter in Russia. So I feel there is something "improper" about winter in TOAW. Could this be fixed somehow?

Hello, this is near Moscow in Feb 42. As you can see, many hexes are not snowy.

BTW, I tried to take a screenshot in the game but it said that the ".bmp is too big, do it yourself!".

From your jpeg it looks like you have snowy hexes on about 3/4 of them. That is correct for the way the scenario is designed. If there was a storm event that kicked in for that turn you will get this effect. If there is no storm event in your news string then it would have been less. The game engine assigns at random what hexes are snowy so it varies from turn to turn. The only way to increase the number of hexes that would appear snowy would be to increase the global environment precipitation for the scenario but that would result in to many muddy hexes in summer which would be more un-realistic.
