I was wondering if someone could explain how this can happen in a random game, 2 regimes AI v human?

The Soviets (brown) are the AI, human is Old Imperium (grey). The city Valday to the west (left) is isolated, i.e., not connected via railroad, which is in the north part of the map, to the capital to the east (right). How does an armored unit (fully mobilized) get through that terrain? And how is it in supply?

Perhaps it wasn't? It wasn't that difficult to deal with since I had just put two garrisons in the city (thinking it might push some infantry through), and I pulled the 4th light armored division from the west.
