The scenario Desert Storm 91 PRChina version, modified from classical TOAW scenario Desert Storm 91, replaced the U.S.-led Coalition Forces with the contemporary People's Liberation Army(PLA) of the P.R.China.

This hypothetical scenario is a test-show for the PLA in the early 1990's, then a huge but outdated armed force, to utilize its power to overcome the hardened defense of the Iraqi army.

The scenario has the most accurate TO&E and OOB for the contemporary PLA forces. I had a hard time working on it.

The approximate positioning of the confronting forces is shown in the figure.

Some tips on the OOB/TO&Es:

List of types of PLA divisions (abbreviation, # committed in theater/# total in history):
*Mechanized Infantry Division (MID, 2/2): 3 mechanized infantry regiments, 1 tank regiment, 1 artillery regiment, 1 anti-aircraft artillery regiment, 1 reconnaissance battalion, 1 engineer battalion, 1 MRLS battalion.
*Northern Motorized Infantry Division, cat.A (NAM, 18/22) : 3 motorized infantry regiments, 1 tank regiment, 1 artillery regiment, 1 anti-aircraft artillery regiment, 1 reconnaissance battalion, 1 engineer battalion, 1 MRLS battalion.
*"Special" Northern Motorized Infantry Division, cat.A (NAM, 1/2): same as NAM, while each of its infantry regiments has a tank battalion, and one of its infantry regiments is mechanized. Only one in the theater as Infantry Division.190.
*Motorized Infantry Division of High Altitude(HAM, 1/1): 3 motorized infantry regiments, 1 artillery regiment, 1 anti-aircraft artillery regiment, 1 reconnaissance battalion, 1 engineer battalion, 1 MRLS battalion. Only one in the theater as Infantry Division.6.
*Northern Motorized Infantry Division, cat.B (NBM, 5/5): 3 motorized infantry regiments, 1 tank regiment, 1 artillery regiment, 1 anti-aircraft artillery regiment, 1 reconnaissance battalion, 1 engineer battalion, 1 MRLS battalion. Near all units are at 2/3 strength, e.g., a tank company in NBM is usually composed of 2 instead of 3 platoons.
*"Special" Northern Motorized Infantry Division, cat.B (NBM, 1/1): same as NBM, except tank regiment does not exist. Only one in the theater as Infantry Division.55.
*Northern Infantry Division, Cat.B (NB, 25/32): 3 infantry regiments, 1 artillery regiment, 1 AAA battalion. Not fully motorized.

A typical "Northern infantry division, cat. A", the backbone of PLA "northern" (northern than Yang-tze River) ground forces:




There were two types of "southern" infantry division existing: the "Southern Motorized Infantry Division"(a.k.a. Southern Infantry Division, cat.A) and "Southern Infantry Division, cat.B". None of them were committed to the theater.

How should the offensive operation be conducted?
We shall first focus on how the U.S. led Coalition Forces conducted the offensive.
Operation Desert Sabre -- Ground War phase of Operation Desert Storm -- was often described as "The Left Hook": the heliborne US XVIII Airborne Corps conducted jumping-frog operations into the operational depth of Iraqi army; US VII Corps, as the main effort attacking force, crashed the confronting Iraqi VII Corps and turned east to further engage and defeat the Iraqi 1st Republican Guards Corps; US Marine Task Forces, along with 1st Brigade, 2nd AD, made a direct attack from the southwest of the Kuwait City, isolate the main force of Iraqi III Corps in the pocket south of Kuwait, forcing it to full retreat under heavy Coalition air interdiction.

So could Chinese army stick to the same operational plan as the U.S.-led Coalition?
The answer is an absolute NO, because the PLA is facing very different challenges and advantages:
*The PLA forces do not have an adequate air-assault force to accomplish the mission conducted by the US 101st Air Assualt Division or 82nd Airborne Division. In fact, the People's Liberation Army does not have a single air-assault formation until the year of 2017!
*The PLA forces do not enjoy the technological advantage than the Iraqi Army as the Coalition Forces do.
*The PLA forces do not enjoy the maneuverability and mobility than the Coalition Forces.
*The PLAAF(Chinese air force) was far less capable than the Coalition air force.
*The PLA forces are HUGE in numbers.
*The PLA forces can tolerate casualties.
*The PLA forces have a monstrous number of artillery pieces.

Basing on the reality we are facing, the strategic "left hook" maneuver plan is abandoned.
The PLA Western and Eastern Front shall conduct their effort parallelly.
*The Eastern Front's 40th Army and 16th Army are to attack the Kuwait city from the south, a shaping operation to attract the operational reserve of the Iraqi III Corps.
*The Eastern Front's initial main effort attack are conducted by PLA 38th and 39th Armies, who shall seize the town of Dibdibba and Mitayhah, destroying all Iraqi Forces defending that area, and create a 40-km-width hole on the Iraqi front, after that the Front can then commit 2 of its reserve armies to exploit the breakthrough, which will further isolate or surround the main body of Iraqi III Corps and IV Corps.
*The PLA Western Front is to conduct feign attacks at all the fronts.
*The initial main effort of PLA Western Front should be conducted along the western highway. The attack is to clear the Iraqi defense alongside the way, rolling-up and destroy the Iraqi VII Corps.
*The Xinjiang Military District should move north to blocking positions at As Salman-Takhadid-Ash Shabakah area, preventing Iraqi reserve formations moving behind the left flank of the Western Front.
*The Iraqi strategic reserves (4 RG and 3 Army heavy divisions at least) can only halt one of these two efforts. However, whether the destruction of Iraqi VII Corps or III Corps will be a disaster to the Iraqi army.

D Day, 1991.2.23, PLA armies received "GO" order.

Divisions from the Operational Group of Xinjiang Military District left the departure position.
After degraded of the Urumqi Military Region in 1985, the sub-major-military-region-level Xinjiang Military District was subordinated with several infantry divisions by the year of 1990. This situation is basically not changed until now.
The Operational Group is made of 3 echelons:
1. the left echelon of Infantry Division.11 (NAM) is to take Ash Shabakah by D+2;
2. the first echelon is composed of 2 NAM(4ID&8ID) and 1 HAM divisions (6ID), they are to take Takhadid by D+1 and As Salman by D+2.
3. the second echelon is composed of 2 NB divisions (7ID and 56ID attached from 47th Army). They act as the reserve force of the Operational Group.

The PLA Western Front is on the move.
PLA 24th Army and 63rd Army conduct shaping operations at the front. Tank Regiment of Infantry Division.188, 63rd Army has made some initial success from the confronting Iraqi 23rd Infantry Division, routed two of whose infantry battalions and penetrate 5km into the Iraqi division's depth. These two armies hold a 100km-wide frontline and committed all their forces at the beginning of the attack. They are not about to gain control of enemy territory, otherwise, they are not able to hold them.
As the initial main effort, PLA 21st Army and 47th Army (56ID detached) is attacking along the highway. Their first target is Iraqi 26th Infantry Division who has not fully deployed in defensive formation yet.
To reinforce the main effort, 1st Tank Division of 24th Army(*officially subordinated to Tianjin Garrison District at peacetime) and PLA 54th Army from the Front reserve are committed.
PLA 27th Army maintained in the Front reserve.

The PLA Eastern Front began the attack.
The most elite PLA 38th and 39th armies are about to become the pincer around the Iraqi 16th Infantry Division.
After a short battle, Tank Regiment, Infantry Division 113 created a breakthrough at the junction between Iraqi 16th, 23rd, and 47th Infantry Division, driving the Iraqis out of the town of Mityahah.
At Khafji area, PLA 16th Army found a defenseless zone where the army committed 3 divisions and easily took the town of Adbahia, isolated the Iraqi 8th Infantry Division.
PLA 64th Army attacked Iraqi 8th Infantry Division from the west, hope to surround the whole division.
PLA 65th and 23rd Armies provide shaping operations.
PLA 20th, 28th, and 67th Armies stay put as Front reserve formations.

60% time left.
Most of the PLA units completed their immediate objective.
Some Iraqi divisions (8th Infantry, 16th Infantry and 47th Infantry) are getting encircled.

PLAAF Airborne Brigade.44 conducted an airborne assault at Mityahah-Dibdibba area.
The brigade's operation blocked the retreating route of Iraqi 47th and 16th Infantry Division.
Now there is a 35-km-wide gap between the Iraqi IV Corps and VI Corps. At least 2 Iraqi mechanized/armored divisions are needed to fill this gap.
The PLAAF airborne forces were then a short-lived(1985-1993) Corps-Brigade-Battalion structure. However, after April 2017 all three PLAAF airborne divisions were reorganized into brigades.

After the first 12 hours, the PLA has already suffered 9000 casualties, about 100% more than the first day of the Sino-Vietnamese War. This figure is considered as "ACCEPTABLE".

Turn 2.
PLA Operational Group Xinjiang MD continues pushing.
PLA spearhead elements encountered and destroyed several Iraqi company-level covering elements.
The left echelon of OG XJMD didn't make it to seize Ash Shabakah at the end of D-Day. Instead, Tank Regiment, 11th Infantry Division cut off the road 10 kilometer west of the town.
As of the first echelon, Tank Regiment, 4th Infantry Division, along with 3rd Battalion, 43rd Airborne Brigade, took control the town of Takhadid in time.
Iraqi Forces have apparently abandoned the town of Al Najaf and As Salman, concentration their remaining forces at the bank of the Euphrates River.
OG XJMD will continue its pushing in the following day.

PLA Western Front continues attack.
PLA 47th Army and 21st Army devastated the confronting Iraqi 26th Infantry Division, routing then with concentrated tank formations. Shaping operations by the PLA 63rd and 24th Armies are also taking progress, Tank Brigade, 63rd Army broke through the line of Iraqi 20th Infantry Division, and penetrated to the north western vicinity of Al Busayyah.
The right flank of Iraqi VII Corps, including the 28th, 48th and 26th Infantry Divisions, are now isolated. A few further push will close the pocket and end their fate.

PLA Eastern Front is also making good progress.
The Iraqis have put their 10th and 17th Armored Division to the Dibdibba Gap, trying desperately to bog down the coordinated assault by the PLA 38th and 39th Armies.
The remnant of Iraqi 16th and 47th Infantry Divisions are left for the PLA 65th Army to take care of.
PLA 23rd Army also accomplish a breakthrough in this turn. Tank Regiment, 115th Infantry Regiment has taken the Kuwait International Airport. The Front command committed 5th Tank Division and 190th Infantry Division to exploit the breakthrough. Part of the Iraqi 36th, 14th and 7th Infantry Divisions are encircled.

Turn 3.
Tank Regiment, 115th Motorized Infantry Division, and Tank Brigade, 63rd Army were lost in the Iraqi counterattack the last turn.
A sad loss, but affordable.

Operational Group of Forces Xinjiang Military District swiftly pushing north this turn, without encountering any resistance.
11th Motorized Infantry Division took Ash Shabakah and Al Najaf, while 4th Motorized Infantry Division took As Salman. They have reached their planned blocking positions.
At least two Iraqi RG Armored divisions are regrouping in the vicinity of Baghdad. They have not moving south yet.
