Another factory evacuation update

Heros, any of you know how to apply a factory evac methodology to respond to the manual's statement "the exact number of turns it will take to increase capacity is variable and dependent on the amount of manpower, railyard and port points in the town, city or urban hex, with the more of each, the higher chance that the factory capacity will increase."?

Specifically, as the SOV player, do I need to be targeting eastern cities that have higher manpower, rail, and port to ensure my factories rebuild in optimum time? Any validation on the math under the hood on this one? If so, should I spread load them or put them all in a high rating city that is out of bomber range?

At least as far as I have seen the repair rate has always been constant everywhere and capacity expands exactly as the factory details say it will once the damage is repaired. So I have come to ignore that statement in the manual as being wrong. If anyone knows any different though please tell us!

So other than that I would put them in the safest place (out of bomber range, not likely to be overrun by ground troops). And be aware there is a limit to how much can go to each place - so leave slots for more important factories you will be evacuating later.

Any experienced Soviet players know better?

AFAIK, the repair rate is 3 points of damage repaired each turn, regardless of what specific town you move it to. I think that language in the manual is a dead letter rule.

I think Heavy Industry repair rate is 2 points per turn.
