Lastly, are you doing everything you can to get fuel (and oil) back to the home islands of Honshu or Kyushu? An industry outage may be a symptom of insufficient fuel (and oil) getting back home. Or it could mean that you've overexpanded your HI centers and are burning too much to accomodate your production of engines, airframes, armament, armor, etc. etc.
