It is first Axis impulse M/J'41. Barbarossa has begun. Baltic States are neutral. Germany DOW's USSR and Lithuania. The national "relations" chart shows everything correctly after the DOW's. German units can not cross over into Lithuanian territory.

Another interesting side note: Back in 1940, USSR took control of Eastern Poland. The southern most Lithuanian hex decided to become USSR controlled. When Germany declared on USSR and Lithuania, Germany is able to move into that hex no problem, but not the rest of Lithuania.
