Select Turkey and start the scenario, you'll notice that a lot of sea and land contacts will start to appear and disappear, spamming the contact log, even contacts that aren't supposed to be visible like shut-down SAMs and submarines in open sea. I can't even find out which unit is tracking the contacts, "last detections" shows nothing and I switched to every side to check it.

For context, I believe this started to happen after I changed some side postures so that they wouldn't shoot each other after 5 minutes (playing as Russia, Turkey becomes hostile when they start bombing the Kurds which leads to your units shooting back which leads to US and coalition turning hostile as well). I still don't understand why it would cause this flickering bug.
