Sometimes, when I click on a hex, the click sound starts repeating. If I do nothing else, the volume will diminish and, eventually, become inaudible. If I fight a battle, once the clicking has started, the battle sounds repeat, and the volume does not diminish. It is...disconcerting.

sounds like you have bad codec's, normally from a codec pack installed, which corrupts the games codec's and sound play back, resulting in poor sound or broken or no sound errors

Interesting. Would reinstalling the game correct the problem?

no, same as uninstalling the codec packs, once it corrupted it's harder to fix, wihile some codec repair tools do sometimes fix broken codec, most of the time depending on what#s broken, it's easier to back up windows and reinstall all, as that fixes everything that's faulty

Start it, on top left hit "Fixes" (under "General"), in the next menu just the two checkboxes on top should be marked, then hit "Apply and Close"
AFAIR if it finds and fixes something a logfile should pop up in your text editor. But I'm not sure about this.
Reboot afterwards.
