Steam is offering a discount on the bundle for both games, is it worth getting both or does this one replace War in Europe?

They are different ... engine/system is the same or really close, but scale is different and it means another style of laying ... little bit. Europe is more detailed, more tactical ... World is more strategical ...

Perhaps you should research Steam for its pitfalls [often 'discounts' are offered for a reason].

SC3WaW does not replace SC3WiE, so go ahead and get both if you like.
