Fall of France criteria?

Anyone know specifically what causes France to surrender? I can always take Paris in three turns but the surrender usually takes four.

However I recently played a game in which, for the first (and only) time, France surrendered immediately after the fall of Paris. I am comparing the extent of what I have taken and destroyed then v. a more recent game and my progress appears to be about the same in both games. But something must be missing in the more recent game, because they will NOT surrender.

Any clues?

Some additional detail. Position-wise, both games are about the same. Actually, in the second (in which France will NOT surrender after the fall of Paris) I am a bit deeper into the country and control a few more cities. In terms of units destroyed, it's 22 for the current game and 18 for the earlier one. So France OUGHT to be more desperate in this game than in the earlier one. But that's not the way it's playing.

It's the French National Morale that you should be paying closer attention to.
Beyond killing units and taking cities/towns other things (like BEF effects on French NM, Banning the Commies (or not), etc...) play a part as well.

What counts is french national morale. NM is reduced by
- destroying units
- destroying units on low supply or ships hurts even more
- ocupying ressources
- occupying NM-Objectives hurts even more

It's also questionable, if speed is better than training german units or keeping italian occupied ressources for as long as possible.

NM is at 45%, which is lower than where it was in the prior game when France surrendered. There must be something I did last time that I did not do this time, but I don't know what it is.

The reason I want to turn it around fast is because I find it very difficult to get ready for Barbarossa on time and on budget. There isn't much margin for error.

I have no idea how anyone does Sealion AND Barbarossa. Seems impossible to me give resource constraints, but I admit I have never tried.

7.5. Surrendering Nations
Every turn after a country loses its Capital (or
last Capital if it had more than one) there will be a
check to see if it carrys on fighting. The chance that
it will carry on fighting depends on the number of
units it has left within its own borders, as follows:
§ Major Country Surrender = 3% * number of
remaining units within the home country

If french NM reaches 0,0% at the end of your turn, France will undoubtly surrender.

Are you aware of how forced march works? The last date necessary to get all troops to the eastern front is somewhere in autumn 40, without any costs of operating, if you're planning a very early Barbarossa. Also questionable, if a very early Babarossa is really necessary, especially if you're planning to get Spain into the Axis.
