I find that loud Morse Code sound effect during the Intelligence phase to be really irritating.

Is there a way to turn it down or mute it without turning down or muting the volume for everything?

All the game's sound files are .ogg audio clips and can be found in the \Strategic Command WWII World at War\Sound\ directory. Where this directory actually is depends on which version of the game you are playing, if it's the steam version it'll be under Program Files (\Steam\steamapps\common\Strategic Command WWII World at War\Sound\), otherwise it's wherever you installed the game.

The morse code clip is called report.ogg. Deleting or moving it might crash the game (I haven't tested), but here's a copy of it I made with the volume cut in half. Just replace the existing one with this:

report.ogg

Can you do one with volume at 5%?

Sure, but at 5% it's pretty dang quiet:

report.ogg

EDIT:

Just in case, here's a totally blank clip that you can rename and replace pretty much any sound in the game with, if you want to eliminate it without potentially messing up a notification popup. This will play nothing but dead silence for two seconds. Just find the sound you want to replace and rename this to it, while removing the old one.

blank.ogg

This worked, and thank you very much.
