Playing 39 campaign as Allies. After the Axis attack Russia the Red Army Mobilization was incomplete. Specifically: 1 Rifle Corps, 1 Mechanized Corps, 1 Fighter and 1 Tactical Bomber at Siauliai did not appear.

Hi daj

If the USSR enters the war really early, e.g. before the summer of 1940 and their opportunity to seize the Baltic States, then these forces won't appear.

Could that be what's happened here?
