This is certainly a Holy Catch.

I updated to 1.15 and tried the new submarine tutorials.
On the first run I didn't find the Han so I started again the scenario.
On the second run the Trafalgar reloaded the tubes automatically with the harpoons, I wondered why and opened the weapons tab to found that the harpoons were the only weapon available!
Tried a couple of time with the same results.
I exited Command, and started again, on the first run the weapon load is right but if I started again the scenario without quitting Command the Trafalgar is again loaded only with harpoons.
