Status: offline 		If France surrenders, is it considered a 'Complete Conquest' or 'Incomplete Conquest'?

Status: offline 		Conquest of 1760, was more in line with a Complete Conquest imo

but regarding France in 1940, for the Germans it was a Incomplete Conquest for many reasons
