Yes a full editor. Couldn't write the scenarios without it. Some elements are in text files others not. Some data is just easier to type in a text file and others to do in an editor. Beginners will find the editor challenging because there are a lot of game variables.

Technically yes. The engine is specifically designed for WW2 but yea it could be WW1.
