I don't ever remember this being a thing - I'm not playing with any mods, just the vanilla steam version.

Did I inadvertently turn on an option somewhere?

It has 'always' been that way. I believe you can steal them if you want a specific one.

No, this was different - literally most weapons were locked.

I found the issue - I was using the original distant worlds "theme" instead of the default (universe?) That fixed it.
