Western Allies. MTO. Rome (2/2). With the failed ground strike the (land) combat odds were just too low to even attempt. So no attempt.

Western Allies. KM, U-boat Assessment. The US will be careful not to give German u-boats any "free attempts". Also, allied high command has designated the capture of Kiel as a high priority objective in order to force the KM into the Baltic and then bottled up there.

To Field Marshall Brian. Yes I know! The US 5th mot division just sunk in there and when that was realized the decision to add US F/B in ground support was made. At this point the -1 penalty was already in place.
