Just got a new PC. I have my game key from the old purchase - is there a link to get the download again please?

you have to log on the matrix store with your user (the same you used for purchase it) and you can download the installer version 1.2 https://www.matrixgames.com/game/scourge-of-war-waterloo-collectors-edition
